EIF Innovation, a famous player in the consultancy field for over 60 years, has designed Harlan, a SaaS platform that facilitates access to public funding for VSEs and start-ups: an intuitive and automated approach to help them identify and obtain tax credits and public aid, thereby optimising their funding strategy and accelerating the development of their innovations:
- Free diagnosis to assess the eligibility of R&D projects for tax credits: CIR, CII, CICo, CIC.
- Automatic calculation of the amount of tax credits, based on the expenditure incurred and the nature of the work.
- Automatic generation of CERFA forms, facilitating administrative procedures.
- Download of financial statements with details of activities and ready-to-use CERFA forms.
- Access to subsidy diaries with a personalised selection of calls for projects, to help you identify suitable subsidies.

The development of Harlan represented a real technical challenge, requiring a rigorous approach to guarantee the reliability, consistency and scalability of the platform.
Collaboration with an external service provider: This synergy made it possible to capitalise on complementary expertise, while ensuring that the platform was perfectly integrated with business needs.
A demanding and constantly evolving understanding of the business: The field of public funding is based on complex and dynamic administrative rules. Each function had to be designed to manage these changes without any margin for error, guaranteeing users accurate calculations that comply with current regulations.
Implementation of a flexible subscription model: To offer companies access tailored to their needs, Harlan integrates a monthly or annual subscription system, with complementary offers. The integration of Stripe has enabled us to offer a fluid and secure solution, guaranteeing simplified management of payments and user access.
One of the main challenges of the Harlan project was to design a user experience that would enable companies to access public funding without the need for external support. The interface had to be intuitive, fluid and perfectly adapted to complex administrative procedures, so that users could be autonomous at every stage: assessing their eligibility, calculating amounts, generating forms and monitoring their application.

One of the major challenges was to create a strong, distinctive brand identity that would match the platform's ambition. As an innovative SaaS solution dedicated to financing innovation, Harlan needed to inspire expertise, confidence and elegance, while standing out from the traditional players in the sector.
Designer
Creating an interface capable of simplifying a complex administrative process was a real challenge. By working with the experts at EIF Innovation and carrying out user tests, we were able to understand the business issues at stake and succeed in making the procedures clearer, smoother and better adapted to the real needs of users. This iterative process, nurtured by listening and collective intelligence, enabled us to design a solution that was deeply rooted in the realities on the ground.
The EIF group is made up of several entities, including EIF Innovation, which provides companies with specific support on tax credits, subsidies and innovation aid schemes. Harlan is the tool designed for innovative VSEs, start-ups and SMEs, enabling companies to maximise their funding while reducing administrative complexity.
